1. SUMMARY
The NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among member and partner Nations and NATO civil and military bodies. It deals with all aspects of security: personnel, physical, INFOSEC, industrial, security of information, counter-intelligence and counter terrorism. It is also responsible for the security protection of the NATO Headquarters and its personnel in Brussels.
Under the leadership of the Director NOS, it comprises the Office of the Director, the Policy Oversight Branch, the Security Intelligence Branch, the Protective Security Branch and the Close Protection Unit.
The Policy Oversight Branch is responsible to the Director, NOS for ensuring that NATO security policy is applied throughout NATO and non-NATO Nations and organisations with which NATO cooperates.
The incumbent, under the direction of the Branch Head, coordinates the review and amendment of NATO security policy and guidance. He/she also plays a major role in the NOS Information Security (INFOSEC) team, with lead responsibility for NATO/non-NATO INFOSEC issues. In addition, he/she participates in a programme of security survey visits.

2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:

  • have a degree from a university or establishment of similar standing
  • possess at least five years' experience in policy coordination, preferably in the National Security Authority or another government security department of a NATO member Nation;
  • possess demonstrated experience in the INFOSEC field, preferably in positions dealing with accreditation processes of IT systems;
  • possess substantial knowledge of, and senior level experience in, planning, monitoring and implementing protective security programmes in a government department or a higher military headquarters;
  • Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; and II (“Elementary”) in the other;be willing to travel extensively.

DESIRABLE
The following would be considered an advantage:

  • knowledge of NATO’s organisational structure and its security policy;
  • Previous service in NATO.

3. MAIN ACCOUNTABILITIES

Project Management
Travel extensively to examine, on the basis of briefings and discussions with relevant personnel and investigation on the ground, the security programmes in place in NATO and non-NATO Nations/ organisations; making recommendations and organising training, as necessary. Plan, organise, and, if required, supervise special projects as appropriate.

Policy Development
Coordinate the review and amendment of NATO security policy as prescribed by the Security Committee. Assist the Branch Head in the development of security policy with regard to non-NATO Nations and organisations.

Information Management
Prepare draft correspondence, documents and reports on matters pertaining to his/her area of responsibility and on general security issues for approval by Head POB and, where appropriate, signature by Director NOS. Support the wider NOS strategy for efficient and effective intra-divisional information management in both paper and electronic formats and processes. Prepare forthcoming projects and meetings in a proficient and timely fashion.

Knowledge Management
Write comprehensive reports for use by the responsible national and/or other security authorities. Take a leading role within POB in contributing to and supporting the development and/or maintenance of the NOS’s wider knowledge management strategy.

Representation of the Organization
Represent the NOS in meetings, conferences and workshops, as determined by the Branch Head.

Expertise Development
Provide advice/support to Head POB and NOS colleagues on NATO/non-NATO INFOSEC issues and actively contribute to the broad range of initiatives undertaken within the Branch and the NOS.

Stakeholder Management
Serve as point of contact within POB for coordination of policy development matters. Maintain contact with the representatives of the National Security Authorities/members of the Security Committee. Assist Head POB in ensuring collaboration with NOS Security Intelligence and Protective Security Branches and with Political Affairs and Security Policy Division staff as appropriate. Assist the Branch Head in the management of policy development and coordination.
Perform any other related duty as assigned.

4. INTERRELATIONSHIPS
The incumbent reports to the Head, Policy Oversight Branch, while providing advice/support to NOS colleagues on NATO/non-NATO INFOSEC issues. He/she will deal with senior government and military personnel in NATO and in non-NATO Nations and organisations.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded):
Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further 3-year period. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which, may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
